A RESOLUTION ANNEXING OSGUTHORPE LAND AND OTHER PROPERTIES
INTO THE CORPORATE LIMITS OF PARK CITY, UTAH AND
ADOPTING A SUPPLEMENTA L ANNEXATION POLICY DECLARATION
WHEREAS , Park City Mun icipal Corporation and its
affiliated ent ities have acquired properties adj acent to and
contiguous with the City boundaries to provide for several public
needs ; and
WHEREAS , the Park City Council , on its own motion , has
proposed the annexation of these properties on the terms and
conditions set forth in a Supplemental Annexation Declaration dated
August 1, 1991; and
WHEREAS , the land is included within the City 's
Annexat ion Policy Declaration Statement and Annexat ion Boundary
area ; and
WHEREAS , public hearings , as required by law, were held
before the Planning Commission and the City Council , at which
hearings a Supplemental Policy Declaration was approved in the form
attached hereto as Attachment 1; and
WHEREAS , the land in question is not inc luded within any
other incorporated mu nicipal ity , and there have been no protests to
the annexation filed by any other incorporated municipality;
NOW, THEREFORE , BE IT RESOLVED by the City Counc il of
Park City , Utah that :
SECTION 1. ANNEXATION . The land described in attached
Exhibits A, B, and C is hereby annexed to the corporate limits of
Park city , Utah . The land so annexed shall be entitled to receive
all City services on the same bas is as other land within the City ,
and shall be subject to all applicable city levies and assessments
on the terms of the Supplemental Annexat ion Policy Declaration
(Attachment lj .
SECTION 2. EFFECTIVE DATE . This Resolution shall take
effect upon passage , provided that the annexation sha ll not be
deemed completed unt il th is Resolution is recorded in the office of
he Summit County Recorder together with the Annexation Plats .

SUPPLEMENTA L ANNEXATION POLICY DECLARAT ION
PARK CITY, UTAH
AUGUST 15 1 1991
Park city Mu nicipal Corporation ("Park City") desires to annex a
numb er of propert ies , which it and oth er official Park City
entities own , into the corporate boundaries of Park City .
This Supplemental An_nexation Pol icy Dec laration is made under
authority of Utah Code Annotated 10-2-414 , 19 53 , as amended. The
propert ies to be annexed are cont iguous to Pa rk city , lie within
the area projected for mu nicipal expansion and are logical
extensions of Pa rk city mun icipal boundaries . Annexation of the
properties wi ll not create islands or peninsulas of un-annexed
property within the City Boundaries. Further , the properties are
within Special Service District boundaries of the Snyderville Basin
sewer Improvement District , the Park city School District , and the
Park City Fire Service District .
1. Property . The property to be annexed consists of several
pieces of property . Each of these three groups of properties have
separate annexation plats prepared for them:
a. Water Filtration Plant site. This parcel is owned by Park
city Mun icipal Corporation and is located adj acent to the Park
city Mun icipal Gol f Course on Three Kings Drive .
described on attached Exhibit A.

b. Osguthorpe Park Meadows Propert ies . Park City has
recently acquired several pieces of property east of Park
Meadows . Those propert ies are referred to as the Prospector
Park strip Parcel , the Water Tank Site and the East Hill
Parcel and are described on attached Exhibit B.
c. Osguthorpe Dairy Propert ies . Park City has ob tained title
to the port ion of the Osguthorpe Dairy Property lying west of
Highway 224, and has contracted to ob tain title to the port ion
of the Osguthorpe Property lying to the East of Highway 224 .
It is Park City's desire to annex the entire Osguthorpe Dairy
Property , including those port ions of the Highway Right of Way
lying adj acent to the Dairy Property , as described on Ex hibit
c.
2. Zoning. The Zoning on all of the annexed propert ies shall be
Recreat ion Open Space (ROS).
3. Other Conditions of Annexat ion. The purpose of the property
acquisitions and annexation is to provide for publ ic needs , rather
than to facil itate or control private devel opment . In the case of
the Water Filtration Plant site , it is in the publ ic interest that
Park city have property available within the city boundaries to
construct a Filtration Plant for the purposes of delivering
culinary water to the citizens of Park City .
In the case of the Osguthorpe propert ies , it is in the public
interest to annex property for the purpose of control ling the
city's entry corri dors providing for recreation, public access and
comm unity facilities consistent with pol icies in the Park city
comprehensive Plan which recommend the preservation of Community
Open Space and agricultural land. Bec ause the purpose of
annexation is not to accommodate private devel opment on the
propert ies , many of the conditions usually applied to annexation of
private property into Park City are not be required in this
instance .
4. Annexat ion of City-owned Propert ies . It is the general policy
of Park city to annex into the city • s corporate area all propert ies
ow ned by the city and its political subdiv isions which are
contiguous to the City and otherw ise meet the statutory criteria
for annexat ion.
